The Italian, United States, Swedish,

Spanish and Danish Governments stated

uned vocally that the export of arms to

China was only permitted in accordance with

the Chinese Government's regulations. The

Norwegian Government stated that arms had

never been exported to China from Norway but

added that if such export took place it would

only be permitted if the Chinese Government's

regulations were adhered to. The

Czechoslovakian (overnment replied that

licences were only issued for the export of

arms to China on production of an

authorisation issued by the Chinese Government

or the Chinese Legation in Prague. They added,

however, that in practice, the necessary

"huchao" was presented by the Chinese Minister.

3. The Japanese Government in reply to

the enquiry addressed to them, stated that

while they refused to recognise the necessity

of the Chinese Minister's counter-signature,
